If the network is big enough and properly designed, people will use it instead of public transport (often overcrowded) and instead of driving. It is never going to be a profit center any more than the roads themselves are. "In Taipei, buses are everywhere, convenient, and affordable. US cities should invest in buses. Make them fare-free to speed things up. Then bike share will work.
